Facility Security Officer (FSO)
The Facility Security Officer (FSO) will be responsible for implementing, managing, and overseeing all aspects of Castelion's security program. This includes personnel security, physical security, and information security in compliance with National Industrial Security Program Operating Manual (NISPOM), the Defense Counterintelligence and Security Agency (DCSA), and other applicable government regulations. The FSO will work closely with internal teams, government representatives, and external partners to maintain a secure environment for sensitive projects and information.
Responsibilities
- Serve as the companys primary point of contact for all security matters, ensuring compliance with NISPOM and DCSA requirements.
- Manage the day-to-day security operations, including physical security, personnel clearances, document control, and safeguarding classified information.
- Develop and implement security policies, procedures, and training programs to ensure employee awareness of security responsibilities.
- Maintain and oversee the management of the Security Clearance Information System (JPAS/DISS) and ensure personnel clearances are accurately tracked and updated.
- Conduct security briefings, debriefings, and audits in compliance with DoD requirements.
- Manage the classified information storage, transmission, and destruction in accordance with federal guidelines.
- Liaise with government security officials, including the Defense Counterintelligence and Security Agency (DCSA) and other relevant entities.
- Conduct self-inspections and prepare for government security audits.
- Investigate and report security violations or incidents as required, ensuring appropriate corrective actions are taken.
- Oversee the physical security of Castelions facilities, ensuring access controls, alarm systems, and surveillance equipment are operating effectively.
- Maintain security documentation, including Standard Operating Procedures (SOPs), and ensure compliance with the companys Technology Control Plan (TCP) and Insider Threat Program.
- Stay current on evolving security regulations, providing guidance and implementing necessary changes to maintain compliance.
Basic Qualifications
- Bachelor's degree in security management, criminal justice, or a related field, or equivalent experience.
- 5+ years of experience in a security role, with at least 3 years as an FSO in a DoD contractor environment.
- In-depth knowledge of NISPOM, JPAS/DISS, e-QIP, and DCSA security processes.
- Active DoD Security Clearance (Secret level or higher).
- Proven ability to manage and execute security programs in a high-security environment.
- Strong interpersonal and communication skills, with the ability to work closely with internal teams and government representatives.
- Experience in conducting security training and briefings.
- Strong organizational and problem-solving skills, with the ability to handle multiple projects simultaneously.
Preferred Skills and Experience
- FSO Certification through the Center for Development of Security Excellence (CDSE).
- Experience with export control regulations (ITAR/EAR) and Technology Control Plans (TCP).
- Knowledge of insider threat detection and management.
